Both Public Health Service (PHS) policy and the United States Department of Agriculture (USDA) Animal Welfare Act Regulations stipulate that all personnel involved in animal care, treatment and use must be trained so that they are qualified to perform their duties. 

The IACUC must ensure that personnel are qualified to perform the procedures proposed as part of the protocol review process. 

PI’s are required to ensure and document that all personnel in their laboratories who are listed on approved animal use protocols are properly trained to conduct their assigned activities with animals.
