Position Overview: The Illinois Department of Human Services (IDHS) Division of Substance Use Prevention and Recovery (SUPR) is in search of a dynamic leader who will serve as the Statewide Opioid Settlement Administrator (SOSA) and provide oversight to the Office of Opioid Settlement Administration (OOSA). This high-profile leadership position was created to ensure settlement funds are used in accordance with the State Overdose Action Plan, the settlement-approved strategies, and that funds are allocated for recovery and treatment services in the state regions with the most urgent need. At a minimum, the successful candidate will possess strong organizational, project management, and communication skills, exemplary analytical skills as well as executive leadership experience in the field of substance use-disorder treatment, prevention and/or recovery support services or mental health administration. The SOSA is a key member of the IDHS and SUPR Senior Leadership Team.

Job Responsibilities: 1. As designee for the Illinois Department of Human Services (IDHS), Division of Substance Use. Prevention and Recovery (SUPR), serves as the Statewide Opioid Settlement Administrator (SOSA). 2. Leads planning initiatives and seeks input and offers guidance to the Illinois Opioid Remediation Fund Advisory Board (IORAB). 3. Serves as spokesperson for Office of Opioid Settlement Administration with the Executive and Legislative staff of state and federal government in drafting proposals and/or amendments to existing statutes, laws, and regulations affecting Department programs. 4. Assists in program budget preparation and controls for IDHS/SUPR fiscal operations relative to Illinois Opioid Remediation State Trust Fund (IRF). 5. Serves as full-line supervisor. 6. Serves as a member of the Illinois Department of Human Services Senior Leadership Team. 7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications 1. Requires an advanced degree with coursework in a social or behavioral health sciences field. 2. Requires five (5) years of progressively responsible administrative leadership experience with strong organizational, management and communication skills and exemplary analytical skills. 3. Requires two (2) years of progressively responsible executive leadership experience in the field of substance use-disorder treatment, prevention and/or recovery support services or mental health administration which includes meeting deadlines with strong attention to detail, and the ability to utilize critical and analytical thinking skills while managing high-level, fast-moving projects and project management experience. 4. Requires two (2) years of professional experience creating, managing, and reviewing federal or state budgets for a public or private organization. 5. Requires two (2) years of professional experience providing administrative oversight in the research, application and reporting of federal grants and professional experience working with federal or state grant policies, procedures, and programs, in addition to professional experience working with federal grants requirements as outlined in 2CFR200.

Currently in its 24th year of service, Mobile Care Chicago is a non-profit organization that operates mobile medical clinics that travel into underserved, often disinvested communities to provide no-cost diagnosis, medical care, and education to children, young adults and, in some programs, the adult population. Through three mobile clinic programs (Mobile Medical, Asthma/Allergy, and Comprehensive Dental), Mobile Care currently provides health care to over 800 patients a month. The Medical Director position will lead MC's three Asthma Vans, working collaboratively to ensure all providers and support staff are well-trained to provide culturally appropriate allergy and asthma care. This position also works directly with the Executive Director and the senior staff to develop and implement programs that enhance clinical care, such as home environment assessments, environmental justice work, and community-based education.

This position focuses on pediatric asthma care, so pediatric experience is required; specialized training in respiratory care and asthma management is a strong plus. Two Asthma Vans travel throughout Cook County and one Asthma Van is stationed in Lake County. The vast majority of areas where clinics serve patients are not easily accessible via public transit, so a reliable car is required.

Asthma Van clinics primarily operate 8 hours per day Monday – Friday. Occasional evening meetings and/or weekend hours are required for community or fundraising events, especially during summer months. MCC's Asthma Vans also provide immunizations and physical exams for school children who lack other medical access points.

REQUIREMENTS: Board certified or board eligible in Pediatrics and/or Family Medicine; Unrestricted medical license in the State of Illinois; Minimum of five years pediatric primary care or asthma/allergy experience; Cultural sensitivity and compassion Understanding of comprehensive care; Ability to meet parents where they are at, and coach them into good health habits; Desire to reverse systemic inequities that lead to higher asthma prevalence rates and lower access to medical care in disinvested communities; Reliable transportation.
